Define "way out of proportion?" It's okay for your legs to be larger than your arms. ;-)
If your legs are really as muscular as you say, and you want them to be less muscular (atrophy) you'd have to give up dancing, walking, basically anything that puts a load on your legs and causes the muscle to work.
(Which leave the "recumbent stationary bicycle or upper body ergometer as cardio options for you).
If you are "very consious of your diet", then make sure you are eating 500 calories less than your BMR, so you can facilitate weightloss and avoid "muscle gain".

I'd take a measuring tape to your thighs and calves, before you alter your diet and weight training program to get a benchmark, then see if you are losing or gaining inches when you change your diet and exercise program. If you are gaining inches, then you are in a calorie surplus and need to tweak your diet.
